Hi, I'm not sure whether this issue [1] needs flagging in the use case section [2] now. I'd rather expect that we go all the way until being flagged as a requirement, and then we drop/postpone/whatever. This way, Phil and others would have a tracked requirement to use to create a new WG or project on this one day. In fact I guess the basic observation is that it's a real issue, but not on the UCR document per se!
