[css-counter-styles-3] 'width' descriptor: should negative integer values be invalid?

Hi,

The current ED allows negative integer values for the 'width'
descriptor. This is well-defined: the number of symbols can never be
less than a negative number, so such a value has no effect (like 0, as
in the initial value.)

However there is no use case for negative values. 0 (or auto) always
does the same.

I don’t care much either way but the descriptor could make negative
values invalid, for consistency with the 'orphans' and 'widows' properties.
