I think that story is easy there. As HTML doesn't offer real distributed
extensibility and lacks mechanism similar to XML namespaces you can't
use ITS on SVG fragment inserted inside HTML document.

In such cases you must use XML serialization of HTML, aka XHTML in which
its:* and its:rules can be used.

Of course we can extend SVG with its-* attributes as well but I don't
think it's worth the effort, especially as no one asked for it so far.
