Dear RDF Data Access Working Group,

  http://www.w3.org/TR/2005/WD-rdf-sparql-query-20050721/ refers
to XML 1.1 for the normative definition of the EBNF syntax defined
there, yet XML 1.1 is not a normative reference. Please make XML 1.1
a normative reference or include the normative definition of EBNF
in a normative section of the document.
