It appears that deployed web services applications have too great a dependence on XML Canonicalization to mandate exclusive canonicalization.  So, it appears that we won't be able to deploy xml:id, unless something changes.

Needless to say, this is quite disappointing.  The GJXDM relies on a network model (instead of strictly hierarchical), and features substantial use of ID/IDREF.  It would be nice to standardize some of that syntax.

Does W3C have a policy on resolving conflicting standards?  It seems that this problem is also appearing between XML Schema and XML 1.1.
