Yet another point where DNT breaks if the browser doesn't look at the 
feedback loop (status). How can the browser react appropriately (and let 
the cookies through) if it doesn't read the feedback, namely that the 
site claims to be a first party. (see discussion on ACTION-258) I don't 
think it is wise to store an exception for this case. If the service 
then switches back to 3rd party context, it would keep the exception 
stored despite the change of context.
