Regarding comments repeated by reference from the TPE Last Call, the response from the chairs to those previous comments is likely to be relevant:

While most of those comments are specific to TPE, in at least one case the chairs noted that text is specific to the Tracking Compliance and Scope document. Regarding interactions with existing privacy controls, this section is relevant:
