empty-cells-applies-to-001 isn't quite a box

The black area in these tests:

isn't quite a box, depending on the font metrics of the default
font, because the white "X" in the cell below protrudes slightly
into the overhanging border of the inline.  (The border on the
inline makes its border-box significantly taller than its
line-height for typical values of 'normal' line-height.)

There are a number of possible fixes.  A reasonably simple and
obvious one is increasing the height of the divs from 1em to 2em.
