October target for HTML5 WD with HTML forms integration

The current HTML5 draft does not have complete specification text
for HTML forms, but the results of our recent "Web Forms Features"
survey[1] indicate broad support for the proposal of including
parts of the Web Forms 2.0 specification[2] within the HTML5 draft
in order to meet the need.

However, based on discussions in the group and on the results of
that survey, it seems certain we'll not incorporate the complete
Web Forms 2.0 specification as-is, but instead just parts of it --
and quite likely with some significant edits to those parts.

We could delay the third working draft in order to incorporate the
HTML forms content, but that would require delaying publication of
that working draft past the middle of August.

So in the interest of trying keep in sync with the W3C publication
heartbeat requirement and in providing adequate time for further
discussion and for the editorial work of actually incorporating
the appropriate HTML forms content into the specification, it
would seem to be better to try to aim for including the HTML forms
content not in the third working draft but instead in the fourth
working draft (targeted for October if we want to try to get back
on track as far as the publication heartbeat requirement goes).
