Problem with p3p link tag in Netscape 7.1(urgent)

Hi
We implemented p3p in our site it is working fine both in IE 6.0 and Netscape 7.0
But we are getting some problems with Netscape 7.1 version

We Used link tag <Link REL="P3Pv1" href="http://mydomain.com/p3p/uk/p3p.xml"> in our page and we have set the Compact Header throug APache Server

If we are using well known location it is working fine in all browsers
we have checked our policy with p3p validator and it was validated with no errors or warnings

Can anyone clarify this
