Huh? What have you been smoking?

It is both correct and sensible for the visual effect of "hanging
indentation" to use:

<div style="margin-left:2em;">
  <p>...</p>
  <p>...</p>
</div>

This is valid HTML 4.0 and 4.01, valid XHTML 1.0, 1.1 and 2.0 (according
to most recent drafts) and, if you were to move the styling into a
<style>...</style> element at the top, would also be valid HTML 3.2.

Whatsmore, it is the right way of doing things.
