application/wspolicy+xml

The specifications don't say anything about a media type for WS policy.
However, one can find two types of standalone documents that are defined
in the specifications: wsp:Policy and wsp:PolicyAttachment. This media
type proposal would work for both. It does mean that just saying "here
an application/wspolicy+xml" document isn't enough. Our
wsp:PolicyReference is clear that we reference a policy expression so
we're fine on that front.
