The \"set of web units\" is not defined. Does this include every single page?

Define which pages of the site must have this. Or describe exclusions.

Resolution - Pending Response:

We have changed the title of the failure to indicate that the web pages are part of the same set of web pages, and we have added "set of web pages" to the glossary (http://www.w3.org/TR/2007/WD-WCAG20-20070517/#set-of-web-pagesdef ):

set of Web pages

collection of Web pages that have a specific relationship to each other and that are created as a body of work by an author, group or organization
