This criterion is unnecessarily and arbitrarily restricted to form controls and fields (of forms). This restriction is undesirable.
Proposed Change:
Rewrite the sc in terms of user interface components rather than forms and fields. For example, it could be expressed in terms of changing or setting the state of a user interface component, where state would be defined to include any kind of value that the component can accept as input. Of course, there are other, simpler ways of generalizing this to user interface components.
We agree, and have updated the wording of SC 3.2.2 (formerly 3.2.3). It now reads, "Changing the setting of any user interface component does not automatically cause a change of context unless the user has been advised of the behavior before using the component. "
