Throughout our spec, we have notes like: "Elements with the role combobox have an implicit aria-haspopup value of true."
While the implicit values are in the characteristics table and thus normative, it has been suggested that these notes should not be notes because notes are not normative.
I removed the "note" class for all of the statements in question and becauase it was an editorial change only, committed it to master: https://github.com/w3c/aria/commit/8827de2e97
