QA in other standards bodies

This document is a non-exhaustive list of references to the QA practices in other standards bodies (loosely selected among those with which W3C has a liaison. It is meant to be a useful tool to compare these practices, see what they have in common and how they differ, in order to improve W3C own quality practices.

IETF

The IETF has "started an effort called Comprehensive Approach to Quality (COACH)", with the goals of identifying weak points in its Working Groups processes. This document references other relevant drafts:

• A Comprehensive Approach to Quality (COACH) focuses on processes and WG's life, a bit like OpsGL
• the Guide for Internet Standards Writers is specifically targeted at specifications writers, in the same field as SpecGL
• the Request for Comments on Request for Comments (Instructions to RFC Authors) and the Guidelines to Authors of Internet-Drafts are the equivalent of our pubrules and Manual of Style (also the infamous RFC 2119 Keywords definition)

OASIS

• Conformance TC Specification: Conformance Requirements for Specifications, a precursor to SpecGL
• several Technical Committees to develop Test Suites, and in the case of ebXML, with 2 separated TC for conformance vs interop testing.

ISO

• ISO/IEC-9646-1
• ISO/IEC Directives Part 3, Rules for the structure and drafting of International Standards - equivalent to PubRules and Manual of Style with a bit of SpecGL

IEEE

• IEEE Standards Style Manual is the equivalent of our pubrules/Manual Of Style (interesting usage note on the word usage for conformance requirements)

ITU

• Question 22/17 - Quality aspects of protocol-related Recommendations
• the Guidelines on Quality Aspects of Protocol Related Recommendations (@@@ not publicly available)
• Question 21/17 - Quality assurance, methodology and use of description techniques

ETSI

• ETSI quality effort produced an updated version of their guide "Making Better Standards"
• The Testing and Test Control Notation could a useful basis for more automation of testing
