Similar to 6672.
Create is defined as:
    <wst:Create ...>
      xs:any *
    </wst:Create>
since we now allow for a null constructor we can't tell if the first child
is an extension element or the representation.

proposal: w/o an extension defined ban additional elements.
one child == representation
no children == null constructor
