Bug 3694 proposed a mechanism to attach policies directly to WSDL 2.0 components.
However, there is no proposal to attach policies to WSDL 2.0 components using the external attachment mechanism.  This should be relatively simple to describe as there is a mechanism in the WSDL 2.0 spec to refer to components using URIs.
Should we add this material to the spec?
