Issue #29 of i18nCore comments http://www.w3.org/International/reviews/0606-its/ I don't know whether the intent here was to say 'Some text that is a Hebrew quotation', but as it stands, it sounds rather dismissive. "A Hebrew quotation" would probably be better.
