The expected results for base-uri-18 are wrong.

The recently agreed text to 2462
http://www.w3.org/Bugs/Public/show_bug.cgi?id=2462 
clarifies what should happen here. The value of the URIliteral after expansion
and whitespace normalization is "abc".

Correct.  Changed expected results and resubmitted new results.  Please
close the bug when able to verify.
