Polyglot markup must constraint the content of comments so that they do not start with ">" and do not start with "->".

HTML5 imposes the above restrictions but XML does not.

The following Section and its text are now in the 9 December Editor's Draft of the spec:

10. Comments in Polyglot Markup
Polyglot markup does not begin a comment with either ">" or "->".
