Description:
Since inline elements can only appear as content in a p element, they are not applicable in the image profile since p is not permitted. Therefore the following should apply to documents:

Common - #visibility-block, #visibility-region
Text - #visibility, #visibility-inline

For processors, the following should be required:

Text - #visibility (includes all contexts)
Image - #visibility-block, #visibility-region
