ISSUE-414: tts:direction should apply independently to paragraph (p)

tts:direction should apply independently to paragraph (p)

State:
OPEN
Product:
TTML2
Raised by:
Glenn Adams
Opened on:
2015-09-09
Description:
XSL-FO allows explicit use of direction property on block elements independently from their use with the unicode-bidi property. This could be used, for example, to override a block's (paragraph's) default directionality as otherwise determined by the ancestor reference area's writing mode.

Add clarification and/or normative text as needed to support this usage.
