Description:
XSL-FO allows explicit use of direction property on block elements independently from their use with the unicode-bidi property. This could be used, for example, to override a block's (paragraph's) default directionality as otherwise determined by the ancestor reference area's writing mode.

Add clarification and/or normative text as needed to support this usage.
