Make metric optional in offset-time form of time expressions.

- In SMIL and SVG, time expressions that employ the offset-time form may elide the metric component, in which case 's' (seconds) is implied. This change will improve interoperability with existing W3C practice by reducing differences that need to be accounted for by authors. Note, however, that TTML2 documents that employ this minimization technique will not otherwise be compatible with TTML1 without first transforming the document to add the default 's' metric. Given that TTML2 documents are already not backwards compatible with TTML1 in a variety of ways, this does not establish a precedent.
