Misuse of style property characteristics with ttp:progressivelyDecodable

Description:
IMSC1 misuses the characteristics of style properties in its definition of ttp:progressivelyDecodable. In particular, the characteristics 'initial', 'inheritable', 'percentages', and 'animatable' apply only to style properties, not TT parameters (ttp:*).

Also, it is incorrect to state that it "Applies to head." It should follow all other ttp:* usage and be expressed upon and apply only to the root tt element.
