Description:
Interoperability with current practice in US captioning has been expressed as a desirable goal, however CEA 708 offers window fade in/out - no equivalent mechanism exists in DFXP for intermediate animation, but could be approximated in discrete steps using set and opacity.

Should intermediate animation of opacity be added for use on regions?

708-driven animation requirements also include Issue-72.

I believe we should attempt to address these with some simple animation control attributes that map to 708 semantics and not introduce a complex animation infrastructure.
