Cleaning up the WCAG 2.2 repo/github.io rendered version

Hi all,

I'm sure we discussed this before, but can't find it anywhere: the
w3c.github.io/wcag rendered version still contains all completely
outdated understanding documents for old/abandoned SCs. These come up in
google searches etc. While yes, they do have a note about being part of
a draft version...they should really be expunged, I'd say. There's a
whole list here (plus the PR actually removes an outdated file as well)
https://github.com/w3c/wcag/pull/3436

While not critical of course, I strongly suggest this cleanup (and
suggested fix to avoid these sorts of hanging old files in future) takes
place soon, as having these files come up in searches is just utterly
confusing.
