We have some chartering issues with including ATAG wholesale, but for context, this thread was started as input for the “Guidance for policy makers sub-group<https://github.com/w3c/silver/wiki/Guidance-for-policy-makers-Subgroup>”.

I think there are quite a few useful ideas in the thread, particularly on what attributes to consider around ownership & responsibility. Grist for the sub-group.
