Re: CFC Move WCAG 2.2 to Candidate Recommendation

There is still an open issue on what to do with success criterion 4.1.1 for
WCAG 2.0 and 2.1. We have a note agreed on by the working group during a
call. All that was needed for us to resolve that issue was a CfC on the
matter. The pull request is already open. It could even have gone out in
parallel with the CfC for CR3.

Given that multiple people asked for clarity on this in response to CR2, I
feel it would be much better if we could share the answer with CR3. I can
live with this not being ready for CR3, but that would change if this
remains unresolved when we get to proposed rec.
