The following is a proposal for HTML techniques. I will implement the proposal in a draft unless there is objection from the group. There will still be room for debate of the proposal in the context of the next draft. Issue 901 [1] recommends we create a technique requiring that applets be accessible; Issue 914 [2] requires the same of OBJECT. We should create a single technique in HTML techniques speaking to the accessibility of plugin content, although it will need to point to other resources that say in more detail what that means.
