You said (at least I think you said) that W3C now has a "Device Independent 
Activity". If so it's being kept secret on the W3C site.

I think we should make a bag of all the checkpoints in existence either in 
1.0, any 2.0 drafts, and suggested ones and throw them at the new 
tripartite concept and find where they stick best, i.e. does a proposal to 
furnish synchronized captions belong in transformations or device 
independence or clarification? Etc.

Must have a clue as to what checkpoints will go where but more importantly 
which ones will be included and therefore need techniques attached.

Should strive for a self-reflexive document, i.e. one that practices what 
it preaches, e.g. it is my intention to make the techniques section for CSS 
be illustrative of what style sheets do/permit/encourage/+. A first step 
was the little icon at the 1.1 checkpoint. For best results you might want 
to call for submissions for iconics for the three guidelines? In an ideal 
world the "master icon" for the guideline will form a basis for the 
illustrations/icons connected with the associated checkpoints - through 
content/color/style/+. Simple to say, not easy to do or even get done - but 
that doesn't mean not to try.
