We moved the Conformance section down under the guidelines to harmonize with the WCAG 2.0 organization. So, I've just checked in on WCAG 2.0....and while their "Conformance" section is still below the guidelines they have some of the stuff, including the Levels that we are discussing up above the guidelines. Unless there are objections, I will resynchronize the ordering in the next Editor's draft.
