Steven: It seems to me that the crux is this: "XPath 2.0 implementations are not required to expose the namespace axis,

though they may do so if they wish to offer backwards compatibility." [1]

Steven: It seems that the only thing we can say is that implementations MAY insert and delete namespace nodes, but that it isn't interoperable.
