I was previously located at University of Münster, and involved in FP7 projects working with the SSN ontology. I also have been involved in the OGC Geosemantics group and the Workflow group. ... it's not a majority vote systen, it's can I live with this? If the voting outcome is that everyone can live with it, then that's consensus. There are formal processes for handling Formal Objections if needed
