The namespace of the main SHACL vocabulary is

http://www.w3.org/ns/shacl#

We need to decide whether the owl:Ontology in the file includes the # or not. Both practices are used in W3C standards.

My proposal is to state

<http://www.w3.org/ns/shacl> a owl:Ontology

and also recommend <<http://www.w3.org/ns/shacl> as the value of owl:import statements. Using the # in ontologies is in my experience a rather uncommon practice.
