Intent to Implement Form Controls Respecting @lang

https://lists.w3.org/Archives/Member/member-i18n-core/2014Oct/0000.html

<r12a> https://groups.google.com/a/chromium.org/forum/#!topic/blink-dev/QpEoCwU0Ttg

richard: the implementers are suggesting two things:
... 1. automatic provision of translated text controls like 'Submit' on buttons
... 2. presentation of dates and numbers is localized unless otherwise specified

<r12a> local tagging of language can be useful for mislabelled pages

<r12a> ... and clearer control of legacy pages

<r12a> addison: if you want opt in you'd need something other than lang addition

<r12a> koji: so the idea of adding to form control provides an opt in mechanism

<r12a> steve: we need to avoid potential confusion in the user - so if the html controls clearly indicate what's going on that would help

<r12a> john: that would be a good idea independent of this discussion

<r12a> steve: i don't think the html standard currently requires an input format pattern

<r12a> ... it's 'presentational'

<r12a> ... what if the user chooses a locale thats unavailable - could it be a security risk?

<r12a> koji: also possible security risk of people using format to create misdirection

<r12a> addison: data fields have a prescribed wire format

<r12a> steve: whatever the presentation, it's sent over only in one form

<r12a> john: the browser still needs to interpret what you type to get the conversion correct

1.000

<r12a> koji: how to be 100% sure about what is being transmitted - that's why we want to investigate to determine whether there are really security issues

<r12a> addison: it also interacts with CSS and other external things that could be used to affect it

<r12a> koji: we seem to be agreeing that this is generally a good idea, but needs careful consideration, and would be good to have a list of things to discuss

addison: should we chime in on discussion?

<r12a> agreement to let them know that we're thinking about it

<scribe> ACTION: addison: respond to intent to implement @lang in forms with note that we're building a document describing issues [recorded in http://www.w3.org/2014/10/09-i18n-minutes.html#action02]

<r12a> addison: what about digit shaping per locale?

addison: digit shaping might happen by default
... will copy koji and public list on my AI
