pal: CP18 is all about adding image support to TTML2 and there's a Consider Adding Issue-287 for generic binary files. This is a different issue and better related to
... issue-241 which is inline binary data. Maybe pull Issue-241 out of CP11 and combining with issue-287 might make more sense.

nigel: should image addition be dependent on generic binary files?

pal: not really, images could be defined by external reference as well.
