4th presentation: André - Lisbon, Portugal

  • Aiming at beginning of December 2014
  • Venues: Not decided, but university has enough space.
  • Try to tie with:
    • Portuguese National Event related to Open Government more general. No official cross-over, though.
    • Another might be an international conference, but nothing clear, yet.

    • How to make a billionaire with Open Data?
    • Topic: aiming at commercial developers (more on business side)
  • Should we focus on SMEs?
  • How to get the hard-core developers get in contact with some venture capitalist?
  • How would organise dissemination, especially to data users such as TomTom etc.

This year's summits was originally planned without Share PSI 2.0. This will make a much huger conference

One of the closest island to Turkey. Can swim there Hicks-conference inspired Samos summit

20.000 inhabitants. Nice coast at the south - a bit colder water at the north. The summit is at the south.

The main idea is to be collaborative and participative, everyone knows each other

The topic is related to government and ICT

In 2013 in conjunction with the Summer School on Open and Collaborative Governance. Worked very well

Themes to be covered this year on 2014 Samos Summit on ICT-enabled Governance

  • Open and linked data applications, technological frameworks and standardization approaches
  • Big data management technologies in policy support, with an emphasis in simulation, mining and visualiszaiton approaches
  • Global Systems Science
  • Interoperable infrastructures and cloud technologies for open and collaborative governance scenarios

Call for Contributions already published - on the web-page (March 1st)

The Share PSI is a thing within a bigger thing. Will have its own programme committee

Will consider shared sessions with the parallel, if there is interest. Will see depending on the how many sends in papers

The Share PSI 2.0 Workshop

"Uses of Open Data within government for innovation and efficiency" or "uses of Open Data for ICT-enabled Governance"

A Workshop spanning in several sessions (of typically 1,5-2 hours) over 2 days, plus 1 day for a project meeting of 50 people

The workshop will be attended by SHARE PSI 2.0 partners but also by external organisastions

  • Mid April: Notifications of Acceptance / start of registration -- hard if it is 100 ...

Yannis: Do we have to submit papers ourselves?

Phil: Everyone has committed themselves to at least one paper. Must not be the same as the external submitters, but can be.

Ideally ten partners pr workshop (hopefully not everyone at the first …)

Yannis tells his students to avoid erasing, but add text and comments. Applies to us also

Phil: With regards to the open data lifecycle. The DWBP WG is struggling with the same topic. Happy to see it on the list

Maxk: The list is really "everything". Must narrow it down. Especially missing "for efficiency in public sector". A study shows the public sector uses open data, linked data for increasing efficiency within public sector agencies

Yannis: Add "for efficiency" in the

Phil: Agrees, includes all types of use for Open Data. Can add "within government"

Yannis: Maybe those who have voulenteered for the first, can give comments on the list?

Serbia: Statistical data publishing - supported with tools. Harvested by Public Data.EU-portal, harvested.

Mateja: Haven't applied to be the organising committee, but would like to present a case on spending from public sector - would like to join the program committee.

Yannis: Is the Serbian case use of Open Data within government? Who is using the data?

Yannis: Who has cases where the government uses the published data themeselves?

Nancy: Greek ministry of administration reform: A transparency portal - all decision taken by public sector. Academic institutions working on the data, and controlling the public sector. Controlling mechanisms in public sector can easier perform their control because they easier can see how the decisions are made.

Mateja: The Slovenia-case is similar

Krems: How open data is organised in different governments. Leading to different concensus-finding structures. How to organise the open data movement

Phil: Believe that is a separate topic, now we are looking for "payback" for government for publishing data (if not everyone becomes a billionaire based on the open data, at least it will be useful to find out whether it drives innovation and efficiency within the public sector)

Open Data France: Philippe: Marseille -- every data produced by transport, tourism, had to be put in the public data infrastructure. Trip-calculator

Martin Spain/CTIC: Two years ago Spanish government launched open data portal. Had to publish it twice -- input the metadata twice. Now federating the local and regional data-catalogues, through DCAT.

Phil: does this mean that more people are using it?

Spain: Less work for central government, at least … - just point the sparql-endpoint in the right direction.

Spain: Case two: Structure of spanish government - gathered in a spreadsheet. Whish to change this, through publishing using the Org-ontology, and harvesting.

Spain: Case three: Change the web-services for realtime information on bus-stop. People makes app, replaces the expensive displays on the bus-stop, instead shown on

Pieter (Gent) Governement services - published list. Different organisation claimed the ownership for the different public services. Different IDs for same services [toilets]. Makes for simplifying the organisational structure of Gent local government

    • Phil is skeptical about trying to create machine readable licences, but the project could do within bound some technical suggestions
    • How to go about organizational issues around OD? Maybe create something like a cook book with recipes (there is one in Dutch)
      • Organizational guidelines are difficult to generalize
      • Rome has a generalized model depicting the "lifecycle" of data provision and usage with different phases
      • ENGAGE is producing a deliverable on the upstream lifecycle of OD
