plinss: Updated GH tooling [missed]

wycats_: I need to do reviews. Need to bump application state forward.
... I talked to TC39 about WebIDL and got a positive outcome. That ACTION can be closed.
... Have not dealt with nosniff yet. Needs to be bumped forward.
