Mike: effort underway to define a new format IMF based on 2052-1 TT merged with 428-7

These need to be combined sensibly

PAL: In liaison included the draft of 428-7

Mike some are still in draft

so TTWG is the better place to do this

PAL: The model here is compatible with the model CEA 3D subtitle

CEA 708.1

with painters algorithm, how much generality is needed here?

Basically the request here is to apply to all content elements that make a mark
