some concern about the term "embedded" which can have other connotations

suggestion that we should avoid saying that software is a user agent for its own content

don't want to say software isn't a user agent because all user agents are software

we can say software is always a user agent for it's own content and sometimes a user agent for separate content

suggestion that documents require a separate user agent, content that is embedded in software does not require a separate user agent

we shouldn't redefine content as it is already defined in WCAG

to the suggestion that software is always a user agent - it's a special flavor - shouldn't apply UAAG to all software

to the software definition, the user interface might not be all of the embedded content, there could be other embedded content (like a book) that is not the UI

suggestion for user agent - any software that retrieves and presents separate content for users

concern about file viewers that show a preview of the file content

but what about smaller portions of content, like tweets, Facebook messages, etc. ?

the preview generally doesn't display the entire tweet or FB status - have to select it to read the entire message

don't want to say all software is a user agent

rather it provides equivalent function for the embedded content

<greggvanderheiden> FOR software, THE USER INTERFACE AND ANY OTHER EMBEDDED CONTENT is covered by these guidelines. THE SOFTWARE PROVIDES A FUNCTION EQUIVALENT TO A USER AGENT FOR THE EMBEDDED CONTENT.

suggestion to use "full fidelity" is a concern unless we define it

<greggvanderheiden> NOTE 2: An example of software that is not a user agent is a calculator application that doesn’t retrieve the calculations from outside the software to present content to a user. In this case, the calculator software is not a user agent, it is simply software with a user interface.
