if we require all of the documents to have links back to the member that has all of the links, then it makes anything that meets the definition would automatically meet the SC

fundamental difference between documents and web pages

documents are created separately and meant to be distributed separately

web pages are meant to be included in a website where there is a navigation structure for navigating among the pages of a site

proposal that the documents linked "to" must also link back in order to be recognized as part of the set
