If we don't have the language fixed by the next public draft of our document, we could ask reviewers to comment on whether they understand it.

There is some concern about agencies trying to require this because many document types and software applications don't support this feature.
The same is true of the Web because there are browsers that do not follow the UAIG.
We can't say that if the technology doesn't support it, then don't require it. We should just provide the requirement/measurement.
RESOLUTION: Accept WCAG working group amendment to 3.1.2 as written.
Suggestion was made that we remove 'by means of ICT' from the replacement phrase.
Another suggestion was made to include a definition of content in our document that takes the WCAG definition and removing the phrase 'by means of a user agent'.

On Action 24, 'Web page' and 'sets of web pages' still need a consistent replacement. Interaction context could help with those, but there's still difficulty with that term.
There are some SC, like the flashing content SC, where 'Web page' or 'sets of web pages' could just be removed from the SC and it makes sense. It even makes the SC simpler.

For conformance, the detailed work isn't done yet, but it looks like the team is coming close to a solution with using a simple term.

When looking for a substitution Web page in a set of web pages - in those SC's it will probably work best if we are more broad in the word substitution.
The SC's that have the process exception will also need some additional wording tweaks rather than just a straight word substitution.
We aren't going to address conformance claims, just meeting conformance requirements.
Testing is also something that won't be addressed by the group. It is beyond our scope.

For action 36, the information we covered at the last meeting is what came out of that work. However, there is no consistent term that we are using for software. If we use software at the conformance level, it makes sense to use software elsewhere. However, there are still some SC's that 'software' doesn't work.
We need to wait for the conformance solution before surveying the SC's. Targeting to have this ready for the Tuesday survey.
