Ian suggested at MIT that servers for small sites, where servers don't know how tracking might be implemented on their server, would want to explicitly note that "I don't know".

At this point, a server may declare to ignore DNT or not provide content at the well-known location. We did not find use cases that require that the server declares that it does not know its policy.
