confirming the "freely available" phrase

JB: I thought we should use it in the first iteration of the challenge,
... the amount of work required for vetting indicates it not be for commercially available.

CS: That means, free of cost?

JB: Yes, it would not mean that the tool is free of cost, just that the template be free of cost.

<judy> Meeting summary: brainstorming session on Gallery -- how the home page looks & works; how the sub-page of search results or category contents looks & works; what kind of existing "storefronts" and UI designs might be needed; how the workflow UI might work, taking this from submission, through evaluation, to posting in the Gallery.

<judy> Brainstorm was captured realtime in Wiki page at http://www.w3.org/WAI/AU/challenge-gallery/wiki/Gallery_Requirements#How_Do_We_Want_the_Gallery_to_.22Look.22.3F
