Changes to live regions

AS: Mac OS X has a special event for changes to live regions

DB: Windows just uses object hide/show events
... object that is exposed will have object attributes for IA2

AS: role log talks about container-live object attributes for ATK

DB: should also put these under IA2

Cynthia's comments on the UAIG

CS: section 5.2 - first paragraph needs a re-write, makes it sound like the only element that should have ARIA attributes is a <div>
... remove first sentence
... sentence that begins with "at times", remove "at times" and change to "WAI-ARIA is sometimes used ...."
... first bullet - 2nd and 3rd sentences - nothing for browser to do
