Mark: Originally thought that missing targetService would be untestable, but now agree with Derek that there are cases where a fault would be useful
Phil: soapAction is different from targetService - it's usually specified in the WSDL - could restrict the fault to properties specified in the WSDL
Eric: Discussion is centred around the clarity of the text and whether it would be solved by a fault
