HTML5 Date Handling

david: basic issue is that implications in date fields haven't been addressed
... "this is similar to but not same as 8601"
... dateLocal in input field has bothered me
... not comparable
... lose meaning out of context
... don't carry utc/offset info
... only deal with gregorian calendar
... no DST handling
... so even if local time (say 1:30 am) may have two of same during dst transition
... etc.
... so that's the problem; can we address that more formally with them?

richard: sent out a question about charset attribute
... can have on <a> <link> and <script>
... removing from <a> and <link>
... only leaving on <script>
... but only leaving there since no other way to indicate encoding of a script file
... although HTTP headers might help

norbert: but not in text itself

richard: stylesheets no longer need it because of HTTP header
... they should also mention @charset
... and scripts could use same means (HTTP header)
... martin mentioned that <a> was supposed to be temporary
... and would be good if they left that one off
... maybe prefer if they removed altoghether?

norbert: should keep on script tag; may not use HTTP and then there is no other way to identify the encoding
... really do not want <a> tag to include charset; it doesn't make sense; you may not own the content

richard: have we asked JS guys to create encoding declaration
