... we agreed to put attributes back in -- is substative change; WG agreed that whole thing should be modules; few attributes not anywhere that should be in Legacy Module

SP: could we just say "we are fixing errors, not changing M12n itself"
... this is errata that we are fixing, so if state fixing errata, then ok and no recycle through LC necessary
