Steven: So DOCTYPE is now required again, so @version isn't so needed anymore
... so do we make it a SHOULD, a MAY, or delete it?

Tina: I'd like to see a bridge to XHTML2 here

Steven: The problem is that XHTML2 is not describabl;e with DTDs

Tina: Can't we use the DOCTYPE just as an identifier?

... So should @version be a SHOULD or MAY?

Steven: MAY is good enough to provide the bridge
